Add all of the dressing ingredients to a food processor or blender. Pulse until combined, adding water as needed to thin. Set aside.
Bring a pot of water to a boil. Add the pasta and cook until al dente. Drain and give the pasta a quick rinse.
Transfer the cooked pasta to a bowl with the buffalo sauce, garlic powder, onion powder and pepper. Toss until coated.
Oil the air fryer basket and transfer the pasta. Place in the air fryer for 10 minutes at 400 degrees, shaking halfway.
Transfer the pasta chips to a platter and top with cilantro. Serve with the vegan ranch.
